The developer portal you are trying to access is suspended because its administrators did not take action to assume hosting responsibility. In May 2019, Google announced the end of sponsored hosting of Drupal 7-based portals effective May 31, 2020. Sites without hosting extensions are being decommissioned.
If you are an administrator and need to restore access, file a support ticket.
