portaladmin role negates permissions when combined with multiple roles
To prevent permissions from being set for the portaladmin role and overriding permissions in other roles:
When creating the portaladmin role:
Permission edit fields are now hidden on the custom role edit page if the role name is set to portaladmin.
The portaladmin role is created with no permissions.
When saving an existing portaladmin role all permissions will be removed from the role.
